State Mandated Responsible Beverage Server (RBS) Training Laws

Laws specifying requirements or incentives for retail alcohol outlets to participate in server training programs (often referred to as Responsible Beverage Service).

  • 37 states plus the District of Columbia have enacted mandatory or voluntary statewide server training laws (listed below)
  • 18 States plus the District of Columbia have a Mandatory RBS Law (listed below)
  • 25 States have a Voluntary RBS Law (listed below)
  • Some States have a mix of both Mandatory and Voluntary RBS Law

  • —Enacted between 1981 and 2011
  • —17/18 require that training programs go through an approval process
  • —15/18 require recertification
  • —2 States set limits on the cost of training programs
  • —Delaware set up a special fund for training programs
  • —13 require training within 4 months of employment
  • —4 require training before even starting
